Jerald
B. Gartman started Gartman and Associates in 1991, after a distinguished career
of service in the U.S. Marine Corps where he attained the rank of Colonel. He has over 26 years experience in demanding
leadership positions including services as a program manager for engineering at
the Naval Air Systems Command, managing the Production, Production Control,
Production Engineering Departments at a Naval Aviation Depot, Command of a
Marine Air Base Squadron, Executive Officer of a Marine Air Group and a Marine
Amphibious Unit, Chief of Staff for Operations of a Marine Air Wing, and
Command of the Naval Aviation Depot at Cherry Point.
Colonel
Gartman served five and one-half years as the Commanding Officer of the Naval
Aviation Depot, Cherry Point,
North Carolina where he
implemented an award winning total quality management system. Under his leadership, the depot at Cherry
Point won the Presidential Quality Prototype Award, the Office of Management
and Budget Quality Improvement Award, the Institute of Industrial
Engineers Productivity Improvement Award, the
Secretary of Defense Productivity Award and the North Carolina Governor's Award
for Excellence. He was awarded the Navy
League Award for Inspirational Leadership in 1990. He is
prominently mentioned in the following books: Deming Management at Work,
by Mary Walton, Thinking About Quality by Lloyd Dobyns, and Quality
in Action by Pat Townsend. He is
also featured in Pat Townsend’s video, Pat Townsend: On Quality.
Mr. Gartman was a member of the Board of Examiners for the
Malcolm Baldrige Award (1991, 1992, 1993, 1999 and 2000), a Judge for the North
Carolina Quality Award (1991, 1992, 1994, 1995), a member of the North Carolina
Leadership Awards Council, and member of the North Carolina Quality Center
Advisory Board. He served on the
Department of Navy Productivity Plan Development Group, the Department of Navy Productivity
Work Group and Navy’s Total Quality Management Senior Leadership School
Advisory Committee. He has lectured
extensively on quality and productivity issues and has authored numerous
articles on both subjects. He consults
and provides training to government and private customers throughout the United States, Japan, Europe, and Mexico.
Mr. Gartman has an undergraduate degree in Industrial
Engineering from the University
of Missouri in 1965 and a
Master of Science in Systems Management from the University of Southern
California in 1970. He is also a graduate of
numerous military schools including the Armed Forces
Staff College
in 1980 and the Industrial
College of the Armed
Forces in 1983. He earned numerous
military awards including the Legion of Merit, the Silver Star, twenty-one Air
Medals, two Meritorious Service Medals, the Purple Heart and two Navy
Achievement Medals.
